Illinois taxpayers are being asked to foot the bill for another costly initiative, this time to the tune of $70 million.
Recent federal changes expanded work requirements for SNAP recipients, causing some Illinois residents who did not meet the new eligibility standards to lose their benefits earlier this year. In response, the Administration launched the Families Receiving Emergency Support for Hunger, or FRESH, program on August 1.
The program provides a one-time payment of $400 to eligible households that lost their SNAP benefits. Payments will continue until funding for the program is exhausted.
The new federal law requires many able-bodied adults between the ages of 18 and 64 to work or volunteer at least 80 hours per month or participate in certain training or education programs to continue receiving SNAP benefits, with exemptions for certain individuals.
These are reasonable requirements. If someone is able to work, there should be an expectation that they work, volunteer or take steps toward employment. Instead, Illinois taxpayers are now being asked to spend millions of dollars providing payments to individuals who no longer meet the federal requirements for these benefits.
Making matters worse, this new program comes as Illinois already has one of the highest SNAP payment error rates in the country.
According to the U.S. Department of Agriculture, Illinois’ SNAP payment error rate reached 14.6% in Fiscal Year 2025, placing the state among the worst in the nation. The error rate measures both overpayments and underpayments and reflects how accurately states determine eligibility and benefit amounts.
It should come as no surprise that the federal government is demanding greater accountability. Millions of dollars in benefits are being distributed incorrectly, yet instead of focusing on fixing those problems, the Pritzker Administration is creating another taxpayer-funded program.
Illinois taxpayers deserve better. The state should be focused on getting its existing programs under control and ensuring taxpayer dollars are being spent responsibly.
